Parental Notification makes CA Ballot

The Parents' Right to Know and Child Protection (PRK&CP) initiative has been certified for the November 7 General Election ballot by the California Secretary of State. See: http://www.ss.ca.gov/executive/press_releases/2006 /06_084.pdf

All measures which are certified by the June 29 (131 days before the election) deadline will be assigned their Proposition Numbers for the ballot within one week after June 29.

"We collected over one million signatures in just over three months and from every one of California’s 58 counties," said PRK&CP proponent Paul Laubacher of Sacramento. "This shows the wide public support for requiring a doctor to notify a parent before performing an abortion on a minor daughter -- who may 12 or 13 years old or even younger."

“Certainly a mother or father would want to be at least notified before any invasive surgical or medical procedure is performed by an unknown doctor on their minor child. It's just common sense and good public health policy to protect the health and safety of young girls", said Laubacher, an intensive care unit nurse and father of two daughters.

Parental notification has broad, bipartisan support -- both Hillary Clinton and John Kerry have stated they support it.

On November 8th, 2005, the PRK&CP initiative -- then known as Proposition 73 -- came the closest to winning of all eight measures on the ballot of an unpopular Special Election.

Prop 73 received the most YES votes (3,676,592) and lost by only 5.6 percent, while five others lost by more than 10%, 3 of these by more than 20%, and one by more than 30%.

Prop 73 won in 33 counties, tied in one, and lost in 24 of California’s 58 counties.

Prop 73 initiative won in the majority (27) of California’s 53 Congressional Districts. It won in 7 districts with Democrat and 20 with Republican Representatives.

Prop 73 won in 18 of 40 State Senate districts, 5 with Democrat and 13 with Republican Senators.

Prop 73 won in the majority (41) of the 80 State Assembly Districts. It won in 10 which elected Democrats and 31 which elected Republicans in the November 2004 General Election.

Candidates for Governor, Lt. Governor, Attorney General, Secretary of State, Treasurer, Controller, and Insurance Commissioner; a U.S. Senate seat, 53 Congressional Districts, 20 State Senate and 80 State Assembly Districts along with many county and local races will all be on the November 7, 2006 General Election Ballot along with the new PRK&CP initiative and a variety of other statewide propositions and local ballot measures.
With so many candidates and such a diversity of issues on the ballot, it is expected that a much more representative group of California voters will turn out to vote compared to the very skewed turnout for the unpopular November 8, 2005 Special Election. Both Democrat and Republican candidates should help to pass a popular measure like the PRK&CP initiative which polls have shown has more than 70% support in California.

Supporters of the PRK&CP initiative intend to make one issue clearer—that male predators who sexually exploit and impregnate vulnerable young girls can cover up their crimes when Planned Parenthood and others are able and willing to perform secret abortions paid for by Medi-Cal funds on minor daughters without notifying a parent or guardian or law enforcement and child protection authorities.

The www.YESon73.net website has posted more than 60 undercover tape recordings and transcripts which expose Planned Parenthood staff in California assuring a caller who says that she is 13 years old and pregnant by a 22 year old man (which is a clear case of statutory and possibly forcible rape in California) that not only will Planned Parenthood not notify her parents, but will also assure the victim of statutory rape that Planned Parenthood will not notify law enforcement authorities. This is a criminal policy.

Checks of law enforcement records have shown that while Planned Parenthood has collected Medi-Cal payments for performing tens of thousands of abortions on pregnant young, minor girls, they have filed almost no reports of sexual abuse or statutory rape. It is no surprise that Planned Parenthood was the principal opponent of Prop 73 and organized a $5 million dollar campaign to defeat it.

The internet is now increasing the opportunities of sexual predators to contact and exploit naïve, vulnerable young girls. A recent NBC Dateline program, “To Catch a Predator”, found that 50 internet sexual predators actually came within a three day period to a decoy home in Riverside County, California, intending to have sex with minor children.

A study of over 46,000 pregnancies of school age girls in California found that over two-thirds were impregnated by adult men whose mean age was 22.6 years.
