AN ACT To amend and reenact R.S. 14:87, to enact R.S. 40:1299.30 and to repeal R.S. 40:1299.31 through R.S. 40:1299.35.18, relative to abortion; to prohibit abortion of a human being, except when necessary to save the life of the mother; to provide for criminal consequences for violations; to provide for the act to only become effective upon the occurrence of certain events; to provide for severability; and to provide for related matters.

Louisiana Democratic Gov. Kathleen Blanco signed into law a ban on most abortions that would be triggered if the U.S. Supreme Court overturns its 1973 ruling legalizing the procedure, a spokesman said on Saturday.The passage of the bill into law is great news. However, as noted by the Reuter's report, Louisiana's abortion law is conditional upon a Supreme Court decision that would overturn Roe v. Wade or a Constitutional Amendment - more here.The ban would apply to all abortions, even in cases of rape or incest, except when the mother's life is threatened. It is similar to a South Dakota law that has become a battleground in the abortion debate
