Michael J. New, Ph.D., just released a new study which makes the case
that Pro-Life legislation at the state level has been one of the
biggest factors contributing to the reduction of abortions in America.
This study looks at data from almost every state for every year from
1985 to 1999 and examines the impact of the 4 most common types of
state level pro-life legislation
-parental involvement laws
-informed consent laws
-partial birth abortion bans
-public funding restrictions
The results indicate that *each* of these types of legislation has
been effective at reducing the number of abortions that occur.
The study also compares the impact of enacted legislation to
legislation nullfied by a judge The results indicate that enacted
legislation is correlated with abortion declines while nullified
legislation has little effect. This provides further evidence that
pro-life legislation has been effective at reducing the incidence of
abortion.
Pro-lifers made great progress passing protective legislation during
the 1990s:
-In 1992, 20 States Had Parental Involvement Laws, by 2000, 32 states
had these kinds of laws
-In 1992, no states had informed consent laws by 2000, 27 states
enacted informed consent laws.
-In 1992, no states had partial birth abortion bans by 2000, 12 states
had partial birth abortion bans.
Dr. New's findings provides further evidence that these pro-life laws
had much to do with the 18 percent decline in abortions during the
1990s.
