WASHINGTON, Aug. 1 /Christian Wire Service/ -- Douglas R. Scott, president of Life Decisions International (LDI), today urged members of Congress to give "serious consideration" to H.R. 3132, The Child Safety Act of 2005. Designed to strengthen laws dealing with sexual deviants who prey upon children, H.R. 3121 is "a necessary next step in the effort to protect our children from predators," Scott said.
"It seems a day does not go by without hearing that a sexual deviant has destroyed the life of another child. Megan's Law has proven to be an ineffective and insufficient response to the problem. Child predators have used loopholes in the law to elude law enforcement; allowing them to attack even more children. It has been estimated that nearly 100,000 sex offenders are not accounted for nationwide. I urge all people to speak out on H.R. 3132, which can do a lot to help protect our children," Scott said.
Among other things, HR 3132 will make failure to register as a sex offender, and to keep that registration current, a federal crime. It will create a comprehensive, national system for sex offender registration and increase the time period a sexual offender of children must register from the current 10 years to life. In addition, misdemeanor sex offenders of children will be required to register for 20 years.
Pro-life Congressman James Sensenbrenner, Jr., chairman of the House Judiciary Committee, introduced H.R. 3132 late last month. "This bill can improve the safety of every child in our country," Scott said. "I call on all people of good will, and pro-family leaders in particular, to speak out about this problem and the proposed legislation. Contact your member of the House of Representatives and two United States Senators to let your opinion be known. Working together we can make sure that child predators are kept away from many of the most innocent and vulnerable Americans. This is literally a matter of life and death"
