The following tale is fictional. Any resemblance to real places, persons and events is mere coincidence.
Once upon a time, there was a large airport serving a sizable metropolitan area. This airport once was very busy, because the region was bustling economically, and a couple of large airlines had major operations there. However, the metropolitan area declined economically, and the airlines scaled back their level of service at the airport. The bustling nature of the airport and the entire region were to become a distant memory.
But then an idea was struck. A major air carrier of packaged goods would establish its hub, or regional headquarters, at the airport. Both the region and the airport would be resuscitated.
One large upper middle class neighborhood near the airport was named The Blue Jay. The residents of the Blue Jay were extremely upset over this new proposed use of the airport. They were concerned that the tranquility of their neighborhood would be disrupted, and that their property values would be severely eroded. And in fact, property values did plummet as the proposal gained approval.
The chairman of the airport authority was a local attorney. He operated primarily in one particular city the airport served. This city had a long history of representing itself as politically virtuous. It had a labyrinth of requirements for builders and developers that would assure a certain appearance of quality locally. But the process became so complicated that these builders and developers would have to hire an attorney to move along their projects through various stages of approval. And thus this particular attorney, who was regarded as being very influential locally, would be in constant demand because he was the go-to guy for zoning matters.
